What is Kontra Daya?
April 12, 2007 by kontradaya
Kontra Daya is a broad-based election watchdog formed to expose the very possible repeat of wholesale election fraud in the May 2007 Philippine elections.
Our situation
The upcoming May elections are crucial for the survival of the nation.
With past issues of electoral fraud still unresolved, the Arroyo administration is again poised to rig the coming elections in its favor. The cheating machine is still in place. There are still no reforms in the COMELEC. The “operators” are still well entrenched in the bureaucracy.
The vast resources of the presidency are again at the disposal of administration candidates. We anticipate massive illegal spending no different from the multi-million fertilizer fund scam or the Philhealth scam used by Arroyo in 2004.
The Garci generals like Esperon and Ebdane are occupying more strategic positions now than in 2004. The military, under various pretexts, remain insistent in engaging in the upcoming polls.
There is an ongoing campaign to reduce the number of opposition representatives in the Lower House to prevent another impeachment complaint against the president.
Extrajudicial killings have further escalated months before the elections in an clear attempt to terrorize critics of the regime participating in the electoral exercise. The targets of repression include, but are not limited to, partylist formations and leaders of people’s organizations.
Everything that discredited the May 2004 elections are still in place and will again be used to ensure the victory of the administration slate. And despite the anticipated massive electoral fraud, the regime will do everything to promote an image of clean and credible elections.
Our mission: expose Arroyo fraud and violence
There will be massive fraud in the upcoming elections. This is already a certainty. What is crucial for all freedom-loving Filipinos is to remain vigilant and prepare for this eventuality. We must strive to expose all the maneuvers and illegal acts of this administration BEFORE, DURING AND AFTER the May elections. We know all too well that cheating doesn’t happen on election day alone.
There is no other moral and logical recourse but to expose Arroyo’s election fraud and violence and rally people to thwart her evil plans.
Our commitment
We shall work closely with individuals, personalities, people’s organizations, faith-based formations, middle forces and other concerned sectors to build a broad based people’s election watchdog. We are willing to cooperate and coordinate with existing political parties, poll watch formations and other electoral watchdogs who share the same goals of exposing and thwarting Arroyo’s election fraud and violence. We shall also seek the cooperation of the international community in observing important developments in our country.
We assure the Arroyo administration that a repeat of the election fraud of 2004 will be totally unacceptable and politically costly for her and her cohorts.

Greetings. My name is Tony Montemayor and I am with the ABA-AKO party list. In the interest of fair play, may I request Kontra-Daya to publish our reaction to its accusation that ABA-AKO is a “palace fielded” group. We had also earlier sent a letter to former Vice President Guingona last April 20, 2007.
The ABA-AKO, which is a coalition of farmers, fisherfolk, farm workers, urban poor, and supporters of the traditional Filipino family, categorically denies that it is a “palace fielded” group as alleged by Kontra Daya. Moroever, ABA-AKO protests the sweeping character judgments simply on the basis of a person’s job or friendships.
Our first 3 nominees are (in the following order) former DA secretary Leonie Montemayor and farmer leader Diocky Granada, and pro-life advocate Manny Arejola. Both Leonie and Diocky are officials of the Federation of Free Farmers (FFF) which has been in the peasant and labor sector for over 50 years now. Ironically, Leonie resigned from his post in the CIFF Oil Mills by GMA because he supported her impeachment and in solidarity with the Hyatt 10.
The ABA-AKO has participated in all previous party list elections. Through some of its nominees, it was even part of the party list system’s experimental/trial stages during the Ramos presidency. It has also published its list of nominees from day 1 of the 2007 elections (as well as in all previous elections.)
Kontra-Daya has labeled our party list as “palace fielded” just because our 4rth nominee is Percy Chavez who is currently the chairman of the Presidential Commission on the Urban Poor (PCUP). First of all, Percy Chavez is our 4rth nominee because he is the Sec-Gen of the Adhikain at Kilusan ng Ordinaryong Tao (AKO), one of the major partners in this coalition representing the urban poor sector. Percy has also been a previous nominee of the AKO (prior to the coalition with ABA) and the ABA-AKO in previous elections. We do believe that if you check the personal history of Percy and the organizational history of the AKO, you will conclude that both are very credible advocates of their sector. We do believe that this is why he was appointed to the Presidential Commission on the Urban Poor (PCUP) in the first place (way before the 2004 elections). He is on leave from the PCUP for the duration of the campaign period.
Given all these other additional facts, what is the basis of Kontra Daya’s conclusion that we are a palace fielded group? Why is no respect apparently shown to Percy Chavez and his lifelong advocacy for the urban poor? By all means, expose the supposed fake groups. But there should be much stronger criteria on making these kinds of determinations than just a person’s job or his friendships.
Sincerely,
Tony Montemayor
